Just posting this link to the Wayback Machine's copy of Visual Studio Express 2010's ISO from the Microsoft download page which has been deleted years ago. It's just for those who can only run this version since their machines are around 10 years, but need to repair Visual Basic Express 2010.
Note: Only repair or reinstall VB.NET 2010 Express if you have your old activation key to unlock it permanently, or you'll lock yourself out from ever using VB 2010 again.
