Api to Drag & Drop / Paste image in vb.net

Hi. I am in search of an API to drag, drop/paste a png. file over top of another image. Basically, the project is to inport a pdf/jpg/ or other image file that is a floor plan, and have a sidebar with various devices that can be manipulated as an overlay over top of that. This will be used for basically a cctv/security layout tool where there will be blueprint style png's to represent the cameras, etc..

Any help would be greatly appreciated.
